Sr. Program Manager 2 - Technology Measurement & Performance (Hybrid - Seattle, WA)
We’re building the measurement and accountability foundation for Nordstrom’s Platform and Data organization. As we transform from annual to quarterly planning cycles and leverage AI to reimagine how we work, we need someone who can assess what we measure, trust what the data says, and use it to drive accountability for outcomes across the portfolio.
This role owns the full measurement lifecycle — from defining what we measure and why, to operating the dashboards and reporting systems that make portfolio health visible to leadership. But ownership here means more than maintenance. You’re expected to drive: to surface what’s off-track, push for resolution, and ensure that data translates into action — not just awareness. That means working directly with Senior Directors, Directors, and Principal TPMs — not only to gather inputs, but to pressure-test whether the data is hitting the mark and telling the right story. Over time, you’re also expected to automate and elevate — progressively reducing manual effort so your capacity shifts toward higher-order framework work and accountability outcomes.
We already have a metrics foundation — existing KPIs, dashboards, and reporting cadences are in place. What we need is someone who can assess that system critically, evolve it strategically, and use it as a lever to drive performance accountability across PND and Tech Domain. Powerful AI tools are available to accelerate the work.
A day in the life…
Measurement Framework Ownership & Evolution
- Own the end-to-end measurement framework for PND, Tech Domain, and Tech All portfolio health — and drive its continuous evolution as organizational strategy shifts
- Define and refine KPIs, scorecards, and success metrics that reflect strategic priorities, not just operational activity — incorporating both quantitative performance data and qualitative signals from across the organization
- Assess maturity across the portfolio and prioritize accordingly — not every area needs the same level of focus, and part of the job is knowing where to invest effort and where the current state is sufficient
- Identify what’s working, what’s creating noise, and where gaps are allowing performance issues to go undetected
- Engage directly with Senior Directors, Directors, and Principal TPMs to gather data inputs, validate that the right things are being measured, and ensure the framework reflects both the numbers and the narrative
Operational Reporting & Dashboard Ownership
- Own the dashboards and reporting outputs that surface portfolio health, delivery performance, and AI metrics to leadership — with a relentless focus on data accuracy and reliability
- Establish and enforce data quality standards across reporting sources; proactively identify and resolve discrepancies before they undermine trust in the data
- Navigate a multi-tool reporting environment — data currently lives across several systems, which limits full automation of updates. A significant part of this role involves managing that reality intelligently: reducing manual effort where possible, identifying consolidation opportunities, and ensuring consistency across sources even when the tooling doesn’t make it easy
- Drive toward greater automation over time, with the recognition that tooling constraints are real and progress will be incremental
Accountability Driving
- This is core to the role: use data to drive accountability for outcomes, not just surface them. When performance is off-track, you’re the one pushing for resolution
- Run rigorous variance analysis — identify what’s behind the numbers, form a clear point of view, and drive accountability conversations directly with Senior Directors, Directors, and Principal TPMs
- Prepare and deliver decision-ready insights for the CTIO & Technology Leadership — synthesizing quantitative performance data and qualitative context into a clear, confident point of view that tells leadership what’s working, what isn’t, and what needs to happen next. These are audiences who don’t have time to interrogate the data themselves; your job is to make the answer obvious.

Extended Scope
- Provide analytical support for business cases in partnership with Finance
- Support capacity planning data analysis in collaboration with Portfolio Strategy
- Contribute to strategic projects as assigned (e.g., ROI analysis, benchmarking, portfolio rationalization analytics)
You own this if you have...
- 8+ years in technical program management, portfolio management, or a related discipline within a technology organization
- Demonstrated experience measuring technology delivery — engineering performance, platform health, tech portfolio outcomes, or similar
- Demonstrated experience improving measurement frameworks, scorecards, or KPI systems — not building from scratch, but inheriting and elevating
- Hands-on experience owning operational dashboards, including data validation and quality management
- Strong analytical skills; able to identify patterns, surface root causes, and translate data into actionable insights
- Excellent communication skills; able to engage credibly with and present to VP, SVP, Senior Director, Director, and C-suite level stakeholders
- Ability to work with both quantitative performance data and qualitative inputs — and synthesize them into a coherent, trustworthy picture
- Comfortable using AI tools to accelerate work — analysis, synthesis, reporting automation, and more
Preferred:
- Experience in a large-scale technology organization with complex portfolio or program structures
- Familiarity with portfolio rationalization, capacity planning, or investment governance concepts
- Experience operating in environments undergoing planning transformation (e.g., annual-to-quarterly transitions)
